SACRAMENTO, Calif. -- A proposed bill would give a California state department oversight on chemicals used in consumer products and advance the state's Green Chemistry Initiative.
Under Assembly Bill 1879, the Department of Toxic Substances Control would set up a science-based process to evaluate the use of chemicals like phthalates, mercury, lead and cadmium in products. The Department would have until the start of 2011 to set up the process and could regulate the chemicals though restrictions or bans, as well as labeling requirements.
The system would be a boost to the state's Green Chemistry Initiative. Earlier this year, the Initiative's Science Advisory Panel released a report of 38 options for boosting green chemistry in the state. The ideas included: promote green chemistry in education, support research, create a web portal for chemical information, establish non-profits to develop and test alternative chemicals and adopt a policy for identifying chemicals of concerns.
A related measure in the California Senate, Bill 509, would establish a state-run website with information on chemicals and associated dangers.
